We were very pleased to give a very warm welcome to Project partners and board of HOBETUZ patrons. The third meeting of Ldv Partnership project that Hobetuz is involved together with the accompanied partnersmeeting will be held in HOBETUZ headquarters.
HOBETUZ (The Basque Foundation for Continuous Professional Training.) A tripartite entity among Basque Government, entrepreneurs Organizations (CONFEBASK ) and Trade Unions (CCOO, UGT) is in charge of finance Continuous training of all the SMEs of the Basque Country region. Hobetuz thinks that continuous training is a crucial element for competitiveness and the statistics shows that CVT is less likely to be available to employees working in SMEs than to those in large companies and on the other hand the SMEs faces internal and external barriers in current economic and social context.
In this current economic and social context SMEs must face important challenges related to Continuing training and the partnership wants to cope them and develop innovative an successful solutions.
Partners of this partnership, National and Regional level representative employers organizations and trade unions that are representing small and medium-sized enterprises in 8 countries of EU are key actors involved in SME training and are obliged to introduce a number of measures to ensure that SMEs are fostered as an economic driving force. Partners are encouraged to give ‘particular attention…SMEs continuing training. We acknowledge the importance of enhancing the competences in Small and Medium-Sized Enterprises (SMEs) in its policy to respond and anticipate on these current and future trends and needs of the labour market. Nowadays, there are crucial ECONOMICAL AND SOCIAL CHANGES that affect directly to the continuing training management in SMEs:
-The economic/financial crisis;
-the ageing workforce;
-the rapid technological developments;
The purpose of the project is to provide a high-level platform for exchanges between key actors involved in SME training: employee representatives and trade unions, social partners and professional organisations at the national level.
The main objectives of the project are:
-To update the continuing training management models to SMEs
-To discuss and share our CVT management, CVT funding systems, procedures, methodologies, experiences and best practices, in each Region/Country.
-To discuss, exchange ideas and practices and explore strategic opportunities in the field of Continuing training in SMEs.
-To summarize and analyse the information of the best practices.
The concrete objectives are:
-Generate proposals and recommendations for updating the management models applicable to CVT to the times of social change (migration, training low-skilled aged people …) and economic (policy administration cuts, purchasing power, …), on how to move towards an updated model of management training in SMEs in the new socio-economic context.
-Case Studies and good practices of SMEs continuing training in each Region/Countries SMEs
Regarding the subjects or problems we intend to address:
-Identify, analyse, share, discuss and GENERATE successful and innovative solutions, proposals and recommendations of 10-12 Thematic Topics that are put into 4 key issues or main Continuous Training challenges (Enhancing the Framework Conditions of CVT, Implementing Suitable Methods and Techniques of Training, Discussing Current Challenges of VCT and improving Training Support Systems).
As OUTCOMES they will be:
v New CVT funding systems,
v Best procedures and methodologies.
v Best practices collection.
v In short develop a report or a useful handbook for each institution in orde to manage the CVT in its countries.
-The results could be disemminated at the end of the project period and on the contrary extend to further plans.
-Project partners could disseminate results and use them for further analysis and comparison.
